Certified Community Behavioral Health Clinic (CCBHC) Services
What is a CCBHC?
A CCBHC is a non-profit or local government agency that provides comprehensive and coordinated behavioral health services to individuals, regardless of their insurance, ability to pay, place of residence, or age. CCBHCs aim to combine high quality mental health and substance use disorder services working with individuals’ primary care doctors and other providers to ensure individuals get the best care.

What are the benefits of the CCBHC?
CCBHCs are held to a high standard of care. They must:
- Provide quick access to care
- Offer services to anyone who asks, no matter your ability to pay or where you live
- Offer 24/7 mobile crisis response
- Use a specific set of evidence-based (proven or expected) practices
- Offer Medication-Assisted Treatment (MAT) for addiction
- Meet strict care standards
CCBHCs must offer nine core services to qualifying individuals:
- Crisis mental health services: 24-hour mobile crisis teams, emergency crisis intervention services, and crisis stabilization
- Screening, assessment, and diagnosis
- Patient-centered treatment planning or like processes, including risk assessment and crisis planning
- Outpatient mental health and substance use disorder (SUD) services
- Outpatient clinic primary care screening, including review of key health indicators and health risks
- Targeted case management
- Psychiatric rehabilitation services
- Peer support, counselor services, and family supports
- Intensive, community-based mental health care for members of the armed forces and veterans, particularly those members and veterans located in rural areas

Designated Collaborating Organizations
- CCBHCs must provide all nine core services either directly or through sub-contracted providers; Sub-contracted providers under the CCBHC demonstration are called designated collaborating organizations (DCOs).
- DCOs can provide any of the nine core services and are treated as a “direct extension” of the CCBHC. DCOs are held to the same reporting and clinical standards as the CCBHC.
- CCBHCs who contract with DCOs must provide 51% of services themselves.
Who is eligible for CCBHC services?
- Anyone with a mental health or substance use diagnosis, regardless of ability to pay, place of residence, or age is eligible for the nine core services when they are medically necessary.
- A mental health or SUD diagnosis does not need to be the primary diagnosis.
