Healing and Recovery Community Engagement and Infrastructure

The State of Michigan, along with other states, has worked over the past few years to reach settlements with drug manufacturers, distributors, and pharmacies for their role in the opioid epidemic. In 2022, the Michigan legislature passed MCL 12.253 which created the Opioid Healing and Recovery Fund. This is where approximately half of all opioid settlement funds directed to the state of Michigan are managed. In fiscal year 2025, the Michigan Legislature approved the appropriation of $10 million to the 10 Pre-Paid Inpatient Health Plans (PIHP), or, $1 million to each PIHP.

SWMBH’s management of the $1 million Healing and Recovery Community Engagement and Infrastructure (HRCEI) award began with announcing the award to SWMBH contracted SUD providers on November 11, 2024, requesting interested providers submit a funding application by December 6, 2024. This grant’s parameters focused on supporting infrastructure and inventory needs of providers. The 10 provider awards were based on quality of submission, identified need, approval from MDHHS, and were finalized in June 2025.
